July 31, 2007 - During both the 2005 and 2006 summits the American Medical Association (AMA) and the American Public Health Association (APHA) identified communications and information exchange as their second highest priority to prepare the nation's health system against terrorist and other potential mass casualty events. Similar to Emergency Management Agencies' struggle to obtain interoperable wireless communications systems, our nation's health system struggles to exchange accurate information quickly. During mass casualty disasters medical first responders must be able to account for casualties as they arrive at a field hospital, identify the patients' needs and communicate this to other hospitals or evacuation centers as the patient moves.

The current health system is already functioning at overcapacity; therefore, its ability to respond to mass casualty incidents, whether terrorist or natural disasters, will be severely limited without easily deployable, integrated, easy to operate equipment. The nation's disaster preparedness and response systems must be interoperable at every level to be successful. Rather than develop a new communications and tracking systems 308 Systems's TRA-KIT capitalizes on the existing communications systems. Hospitals and health care providers can use existing telephones, email, video-conferencing and familiar software in their facilities and connect effortlessly to their first responders using TRA-KITs.

In the event of a natural disaster similar to Hurricane Katrina first responders can place a TRA-KIT in a car, boat or even on a motorcycle and establish a tracking system at a field hospital, collection point or evacuation site. The first responder can connect to the Internet via satellite telephone, establish a local area network for 99 other responders through the wireless router, and with two mobile data entry devices record the identities of casualties as they arrive. With the TRA-KIT first responders can produce tracking bracelets with bar code identification labels. Through the selected patient tracking software the first responder can register patients, identify their specific medical needs and transmit the information to a receiving hospital or evacuation center in the vicinity or even in another state.

The TRA-KIT can help solve the nation's health system's communications and information problem, but more important, in time of crisis, it can quickly provide the location of missing family members. From triage to release it can monitor the movement of patients across jurisdictions or advance information to receiving hospitals. Whether the incident is in a rural or urban location the medical community can identify the location and condition of a loved one lost during a disaster.
